OEE Local Database failing with error 1

I am trying to install 910 deployment server in 2008 R2 machine.

I already have Visual Studio 2010 redistributable and JDK 1.8 as needed. Also installed 12c 32bit DB client and the environment variable is pointing correctly.

In another 2008 R2  machine where Deployment server is installed, I didnt find the file msvcr71.dll in SysWoW64 folder, so I think that is not relevant, I have tried copying that from another machine too, but it is not working.

I have installed Weblogic which created the Oracle folder in C drive, so I removed that too and tried, also removed each and every E1Local entry from registry.
