Why do long completed predecessors show as driving?

In P6 version 8.4, predecessors which are long completed continue to show as driving, even though there is clearly another longer driving path.

In the attached example, the highlighted mobilization activity has a start of April 20.  The predecessor coordination finishes on April 19 and is correctly identified as driving.

However, NTP, which was actualized as complete a month prior is also shown as driving.

Why are completed activities, which are not driving, shown as driving?
