Content Basket - can't move or copy from one basket to another

In 11g I have folios and content basket components enabled.  I can use most of the functionality in content basket except, it seems, moving and/or copying from one content basket to another.  I also can't use the reorganization of the order.

When I move an image from one basket to the other it is removed from the sending but never added to the receiving.  When I try to copy the image(s) never end up in the receiving basket.

No log entries seem to be written.  Any suggestions?
