Unable to open forms from home page with authentication error login due to icx_ticket value

That problem, which has been solved months ago after applying patch 23181411, is reappearing randomly. Here details of what is happening and troubleshooting actions done :

1- Problem description: when trying to open forms through the according responsibility from home page. We got many times the error:

“Cannot complete application logon. You may have entered an invalid application password, or they may have been a database connect error.” See screenshot : “Application_logon_error.jpg”
