Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. The Standard Amounts on F3102 (B2 and C3/C4)

I have looked different Oracle documents but seems not a specific explanation on my scenario as below:

1. P3009 setups that C3/C4 O/H are related to labor setup hours only.

2. When created the WQ Qty is different from ACQ then the outcomes are:

B2 = F30026 * ACQ (not relating to WO Qty)

C3/C4 = F30026 multiplied by WO Qty

I am confusing due to when set P3009 C3/C4 related to Labor Setup Hours only, why the B2 is with the different calculation logic to C3/C4 ?
