ORA-00372 while running DBUA

Oracle 11.2.0.4.0 Std Ed One, 64-bit.

Running dbua from a 12.1.0.2.0 SE-TWO home, to upgrade the 11.2.0.4.0 db.  Get ORA-00327.  Looks like an exact match for Doc ID 2128660.1.  Have not yet had opportunity to try the solution (do not set tablepaces to read-only during the upgrade) but my real question is this:  I have a group of PeopleSoft databases that are currently undergoing upgrade (app and database) testing.  The first group is PS Financials, and I've had zero issues with the upgrade.  This current one (the one exhibiting the problem) is the first of the HR databases.  I'm just curious if anyone has dealt with this and has any idea why this particular db might have an issue when none of the others do.
