Tax Rule Start Date

Can someone please let me know, in R12 EBTax, tax rules, does the rule start date coincide with the date of the transaction?

For example, does the below hold true?

Rule 1 start date March 23 2017 no end date - apply taxable basis of A

Rule 2 start date Sept 1 2012 no end date - apply taxable basis of B

March 27 2017 transaction creation date

Transaction entered with a transaction date of March 25 2017 will use taxable basis A

Transaction entered with a transaction date of March 23 2017 will skip over Rule 1 and use Rule 2 for taxable basis B
