Create Item Cost Plus attribute and formula without Advance Pricing license

in Advanced Pricing - EBS (MOSC) Question

My client does not have Advanced Pricing license but desires to create a price list applied to intercompany transactions that uses item cost plus markup. To do this requires creating an attribute for the item cost that can be used in a formula in the price list. Is it possible to do this without Advanced Pricing?

They have no other need for the module beyond the need to create this attribute.
