Requirements for JD Edwards 9.1 implementation in Turkey

Where can I find a list of any special requirements for running a JDE company in Turkey?  I've looked through a number of pages on languages and I cannot discern whether Turkish requires UNICODE or not.  It is listed as a "Tier 3" language, but I didn't see a reference to what that actually means.

I did not see any JDE localization package listed for Turkey, but I did see for Oracle R12.  That makes me wonder if there are requirements, but perhaps nothing was created for JDE.
