Enable CRS while other node is down

Hi,

We have a two node RAC configuration. On node 2 CRS was stopped and disabled on 07MAR2017. So the database was running on one node (1) since then.

Last night node 1 (server) crashed. We tried to enable CRS on node 2 while the server of node 1 was still down. That did not work.

OH service started but nothing else. I tried starting ASM manually but it just hung.

After node 1 was restarted I was able to start CRS on node 2 without any problem.

Does a node that has been disabled for a while need the other node to get started?

FYI we are on Windows 2008, Oracle 11.2.0.3.
