AP Responsiblity with Inquiry Access to Supplier Master

Hi,

I am trying to create a custom menu using 'View Suppliers' (Function) but when I navigated to the page , 'Create Supplier' button is available on top right corner. How to give only Inquiry access to the supplier master.
