Tolerance for nonstock item

Hello,

We are on 9.1 apps, 9.2.3.1 tools release.  We are trying to setup up tolerance for nonstick item we set up for Frt.  Most of our companies will follow a 10%, 25.00 tolerance at voucher match.  However we are trying create a no tolerance for certain companies.  My set up does not seem to be working for zero tolerance (company 140).  Can anyone advise what I need to change on P4322?
