Error-Miscellaneous Issue Transaction

I am entering some miscellaneous issue transaction and I received this error message.  I do not understand this message because I based the information from the Qty. on hand function.  I used that information to complete the miscellaneous issue.  Can explain this error message and What I need to do to prevent this error from happening?
