Rates not appearing for USA-AUS Itiernary

HI

1) I have defined rates for USA to AUS Itinerary.

2 I am using existing Location "Eureka" in USA having province and Postal code (Source)

3) I have defined Location "Sydeny" in AUS Location with Province and Postal Code (Destination )

4) I have defined multi leg Itiernary for USA-AUS Country

5) When I query rate for USA to AUS entering rate they appear. However when I enter Location as Eureka-Sydney or Postal code  rates does not appear. It says

"

WARNING
No Rate Offering Matched
Sorry, we have found no rate offering that matches your inquiry

When I look at Log file. it shows me below error message
