Planning 11.1.2.4 GUI with IE11 - Mouse movements and unwanted effects

Has anyone encountered behaviour with the Planning 11.1.2.4 UI and Windows 10/IE11 where:

i) it takes 2 or more mouse clicks to make anything happen

    So for example, when using the <Tools><Manage Approvals> form, it takes 2 or sometimes 3 mouse clicks to get the Scenario and Version drop-down boxes to display properly

ii) just moving the mouse around the screen makes the display flash, i.e. momentarily disappear completely before returning

   This happens for example with the same Manage Approvals form as above - so just moving the mouse from the pie chart to any other section of the screen makes the display flash.
