Setup Adjustments for High Cost Delivery Carriers

My client has been running JDE 9.1 Transportation Management for sales orders for about 1.5 years.  For a particular LTL carrier, they have Carrier Zones setup by Branch/Plant (origin) and States (destination).  For example, they have a Carrier Zone for Mid Atlantic, it includes Maryland, Pennsylvania, Delaware, Washington DC, etc.  Now the carrier has added new charges for High Cost Delivery (HCD) areas, which include the bigger cities within these states.  The carrier is applying these charges by Zip Code.  These charges have a rate per hundredweight, and also minimum and maximum charges. 

I tried adding a new Rate Adjustment using the Zip Code ranges in Lookup Value 2.  For example, Zip Code range 20108-10113 would have the $11.00 per CWT charge, and the next range would have $0.00, as it is not a HCD Zip Code.  The problem is that the minimum charge is applied, even for the non HCD Zip Codes.
