US PAY: Alternative solution to retrieve Local Tax Rates to third party vendor?

This has been a long term request from our payroll department to provide employee tax rates to our 3rd party vendor used for stock vesting.

We are running 12.1.3 and I know the tax rates are delivered by Vertex & are not stored in Oracle.

I understand Oracle’s recommendation to use Vertex Calculation Guide to determine the exact tax that should be withheld for an employee but I wanted to ask if anyone had found a better (system) solution that we could use to build a file interface.
