Patch 21830810 (R12.TXK.C.Delta.8) fails

As part of 12.2 upgrade I am trying to apply the latest TKK release per doc ID 1617461.1

Successfully applied Patch 21841299 (R12.AD.C.Delta.8) but the following error is being thrown when trying to apply Patch 21830810

$ adop phase=apply patches=21830810 hotpatch=yes
