Is this "P2777748 A_BUDGET_PUB.CREATE_DRAFT_BUDGET gets error = PA_BC_BGT_TYPE_IS_BAD_AMG_AMG" fixed

Has this bug been fixed in 12.1.3 Delta7?  Will I be able to create, update, baseline budgets using the API's even when Budgetary Control is enabled and used?
