P0015A - What is the basic purpose of having 2 conversion methods as "Y" and "Z"

There is a choice to select the conversion method as "Y" or "Z" i.e Multiplier or Divisor respectively. But basically why this provision is given? For e.g. If AUD to EUR multiplier rate is .7056167 then we can also state a multiplier rate for EUR to AUD = 1.417200.

Why there is a choice given to select Y or Z.
