BI Publisher MICR and Authoirized Signature PCL sequences

I have an RTF that uses MICR Line and Signature on a Troy printer.

I request the BI Publisher to be output as PDF to the printer.

The output displays the end </pcl> tag.

There seems to be a point where the translation from pcl in PDF to Printer output is failing.

I just cannot see where this might be.

Any clues?

Can anyone explain the process infrastructure to me so that I might find where the hole in the translation process is?
