Discount modifier in order header level not able to apply for promotional goods

Hi,

We are defined the discount modifier in order header level with pricinhg phase of 'Header Level Adjustments'

and application method is 'percent'.

The above said modifier is not able apply in the order header if the order line have the 'Promotional Goods' modifier

is applied. if we try to apply the modifier in order header it shows the message as 'Changes in order level adjustments will not

be applied.this is because one of the order line is frozen'

Anybody have idea about this kindly share your views it will be helpful to us.
