User Getting Error Message when Trying to Place Purchase Request

User is trying to place Purchase Request using application P554310_I999V024 in Production Enviorment. User is getting error message.

.Also please find the attached print screen for your reference.User is not able to order anything under a F contract during the NIS period of 12 months.Can you please let me know what will be caused of this issue. I tried to captured the debug log, but no error message is found. Also tired to replicate same issue in PY and we are able to place purchase Request.
