Not able to add Sales Order to Work Order

Hello Guys,

I was not able to attach a sales order to a work order with same quantity in both SO & WO. But I am not sure why the column 'FLOW_STATUS_CODE' status from lines table is "BOOKED" but it should be "Awaiting Shipping" may be this is the reason I am not able to add WO-SO.

Please let me know where I am going wrong.
