How to avoid price modifiers when creating Order manually?

On 12.1.3

1. We have price list defined , however it is not enforced .

2. When creating the Order manually , the unit selling price is defaulting to 0.00. We want user to enter the price manually with a specific line type (POL).

However, when entering the unit selling price ie: 80.00, the modifier list is shown which includes type: discount. We would like to avoid this modifier list from appearing and let the user save the Order line without any discount.
