Parts List will not save after copy BOM

I created a WO in P48013.  I attached the Parts List by Row Exit to Copy BOM.  The Correct Parts list appears and looks ok.  I save out.  Row Exit to Routings and verify the Routing is there.  I again Row Exit to view the Parts list and it is now empty.  I checked the F3111 and there are no records.  I verfied all the dates on the BOM and that is not an issue.

I ran R31410 and the parts list attaches just fine and creates records in the F3111.

What could be causing the parts list to not save from Copying the BOM from P48013?
