Error in password verification for APPS

Hi,

os:redhat 5.11

apps: 12.1.3

db: 11.2.0.4

PSU that differs from source rdbms to tgt rdbms: 11.2.0.4. OCT2016 PSU.

We cloned database 11.2.0.4 to simiar OS. The only difference is that the source rdbms has PSU patches applied before clone, but the target rdbms home does not have PSU applied.

that means the heterogenous rdbms homes (different psu levels).

After that we tried to change apps/sysadmin passwrods, and its returning:

Error in password verification for APPS.

i tried to export FND_ORACLE_USREID table from source again and altered the users manually (to reflect in dba_users / user$ table), and retried the FNDCPASS, but still the issue exist.
