Wrong end-month process execution, Item cost updated to 0

Please kindly help on solution for this issue. Extremely urgent.
Our issue rootcause is user's wrong step execution for end-month closing process. Below is details:
1. First time user executed below steps:
OPM cost allocation request -> actual cost -> cost update -> OPM accounting pre-processser (Category: Revaluation)
-> Create accounting (Category: Revaluation) with final mode and posted to GL
Result 1: Item cost has been updated & Balance of expense = 0
2. Second time user executed below steps (after finished first time process):
OPM cost allocation request -> actual cost -> cost update -> OPM accounting pre-processser (Category: Revaluation)
-> Create accounting (Category: Revaluation) with final mode and posted to GL
