Run Queue Length values Differences between Grid 11g and Cloud Ctrl 13cR2

Hello,

Each night I get an an email from my 11g Grid Ctrl installation regarding the run queue length when they hit or exceeds the set thresholds. I have the same thresholds set on the 13cR2 cloud control metrics but I do not get an email indicating the same issue.  When I review the run queue information in the 13c OEM the queue lengths do appear to be well within the thresholds.  Hence no

I went ahead and tried several other lower threshold values to see if I could get the notification to fire but it wasn't until I set the values extremely low that i eventually got the emails for OEM 13c.  Below are the emails that I see:
