patch 25032333 and issues with driver does not match with the current description

EBS R12.1.3 two node environment (RDBMS 12.1.0.2) running on RHEL7

I working on applying some recommended patches and am having an issue with patch 25032333.

This is from Oracle E-Business Suite Release 12 Critical Patch Update Knowledge Document (January 2017) (Doc ID 2212223.1)

If I refer to the Notes on that patch:

•You must be on Oracle Application Server 10.1.3.5 to apply this CPU patch.

I believe I am:
