P6 Professional 16.2 - Export .xer w/no cost

Can you export an (.xer) file with not costs associated with it to send to client.  I've tried a few ways with no luck.  Even tried the nifty excel file "xerFileParserBuilder_2016" that you can make all the cost zero and rebuild the (.xer) but it doesn't work.  Also created a User with not access to costs but when I export and re-import under my sign-on the Price / Unit goes away but the cost still remains.  You would think by now it would be a check box not to export cost in an (.xer) but that would be too easy.
