Why do items on purchasing quotes tie up inventory?

Does anyone know why items on a purchasing quote you tie up inventory?  We occasionally have issues where our purchasing agents are unable to use inventory because the item shows open on a PO but there are none on any purchase orders.  When I research it's on purchasing quotes (OQ).  When the quotes are cancelled, they can then issue the item.
