Siebel IP16 Disconnected Mode - Config issue

Team,

Upgraded from Siebel IP2013 to IP2016, all the process were completed and Siebel Application is available.

Trying to configure Siebel Disconnect Mode as per "Siebel CRM Siebel Mobile Guide: Disconnected Siebel Innovation Pack 2016, Rev. C" guide.

Getting Error in step "Process of Configuring Siebel Server for Siebel Mobile Disconnected Applications",

6 components were created under "MobileSync' component group, But "BatchSync" and "MobileDbXtract_enu" components are not coming Online mode,

Error Message on both components Log files are same and given below:

SBL-SVR-00107: Internal:The configured component is not based upon a CSSService

Unable to process the configuration further.
