srvrupgwiz /m master_install.ucf fails "Unable to open file 'set_unicode.sql'."

Hello Team,

We are doing the Siebel Servet setup, its fresh installationon RHEL7. Following are steps perfomed:

1- Configuration of Gateway Server - Success

2. Configuration of Enterprise in Gateway Server - Success

3. Ran grantusr.sql to provide necessary persmission and Users.

4. Configuration of Database Server - Success.

Output got saved under $SiebelRoot/siebsrvr/bin/master_install.ucf.

5. Ran $SiebelRoot/siebsrvr/bin/srvrupgwiz /m master_<process>.ucf .

After running master_install.ucf for 20 mins.. it got an error, reporting "Unable to open file 'set_unicode.sql'." . I tried locating this file in /dbsrvr/oracle but couldn't find that sql.

Please help how we can resolve this. Attached is the response file for Db configuration Dgconfig.rsp
