Approver cannot view "Award Summary" from the approval notification

Hi,

We have an awarded RFQ and the award is sent for approval, the notification is showing on the worklist of the approver and he can approve it but he cannot access the "Award Summary" link and when he clicks on it the below error occurs:

"You have insufficient privileges for the current operation. Please contact your System Administrator."

We have made some searches and found the Doc ID 2008142.1 , but as they mentioned in the note the files version of "PONWFUTB.pls"  should be "120.20.12010000.12" after applying the patch , but we have higher version of these files "120.20.12010000.13", so we don't think that this is our problem.
