EEO4 functions

We have jobs like Secretary, setup as a EEO4 Function of Streets and Highways. However, many of these Secretary Positions actually should be reported

under a different Functions, like Financial Administration.    Without having to create different Jobs and Positions to point to these different Functions,

is there a different workaround?
