DBCA does not appear in Oracle 12c, release 2 install

Oracle newbie: I watched videos on YouTube for installing Oracle 12 on Win 10 and near the install end  the Database Configuration Assistant dialog appears with a "Password Management" button.  This button is  used to unlock schemas and set passwords. I'm installing Oracle 12c, Release 2,  on a Win Server 2012R2 box (Desktop install), and while the DBCA is mentioned in the executing setup program the "Password Management" dialog does not appear at all. What replaces it?
