We are using Reporting currency as USD and when i change the currency in Billing tab, the rate still

We are using Reporting currency as USD and when i change the currency in Billing tab, the rate still is 1. The rate is not changing into the reporting currency rate. We had defined the Rate as corporate. Lease date starts from 16-Oct-16 to 30-Sep-18. We want to export to AR of Apr-2017 . Do we need to  set the Reporting currency for the full Lease period (2016,2017,2018) or it will take from sysdate? Please guide me with this...
