Siebel IP2016 Installation in Windows 8 R2

Hi

I am trying to install Siebel ip2016 on VM having Windows 8 R2, Oracle 12.2.0 64 bit database and Oracle 12.2.0 32 bit client. 

Database configuration utilities are failing while creating Siebel tables and views. Following is the log information from DDL-CTL file and upgrade wiz file.

Could you please help on how to resolve the issue.
