C1_DIVFUNCT- Division specific validation, Can't set characteristics on account

We enabled Division specific validation using feature configuration C1_DIVFUNCT, which has successfully allowed only the correct Division and Access Group to be set on an Account, however we are now unable to add any characteristics to the Account.

The following error message appears when trying to save the Account after attempting to add characteristics:

I have added the Division on to the specific characteristic type, and vice versa, however I am still unable to add characteristics to the Account.

Can anyone advise is this an expected result of the Division specific validation, and how to overcome it?
