E9.2 - Carrier zone not used in Rating

We have grouped our Customers in Carrier zones using their Postal code.  When entering a Sales Order the Rate is not found: the Debug log shows the correct Carrier zone is read from table F4951, however the Rating Engine passes a blank value to Business Function N4900280RS instead of this Carrier zone, so this Carrier zone is not used when retrieving the Rate structure from F4973. 

Is this a know problem?
