Item restriction by branch plant

We have certain items stored in multiple branch plants but only want them to be able to be shipped out of one.  Is there a way of providing an error if an item is selected for one of these invalid branch plants?

I'm thinking of things like item restrictions or supplier item relationships but don't know if any of those would work.  This is independant of customer.
