Voucher match automation rule 03 match not found error

Voucher match automation is not finding a match with rule 03 or 05. I have received the entire PO and entered a logged voucher to exactly match the PO lines.  I can't figure out why the system won't do the match. 

I changed the rule to 06 and that UBE was able to find the match.

Any suggestions on how to debug this issue would be appreciated.
