Has anyone noticed that the Patch Wizard identifies responsibilities and lists navigation's that are

We have been using Patch Wizard for about 2 years here and I just noticed something. We have a patch which I downloaded and ran through the Patch Wizard.  We have custom responsibilities and it is listing them but some of the navigation's that are listed are incorrect.  It seems that the Patch Wizard checks if the menu includes the menu or function that is being affected by the patch and lists it.  But it doesn't check the menu exclusions that are part of the responsibility definition.   For instance:

This shows that the Pipeline Create - MITRE responsibility is affected in the Setup=>... Menu Navigation Paths but these are excluded as part of the responsibility definition as follows.
