Forecast generated is cut short

Summary: RDF v14: no start and end date overrides, default forecast length is 52 weeks, yet forecast generated for only 8 weeks. Next week generation of forecast, only 7 weeks remain.

On a certain item/str combination, there were forecasts generated.

We expected the forecast to run up to next year, as the default horizon length is 52

But instead, it only generated for 8 weeks, even when there was no end date override.

Let's say the dates are from 2017/04/02 up to 2017/05/21 that have forecasts.

Then followed next week, and the forecast that were generated are now only 7 weeks.

There were no parameters changed regarding forecast generation.
