Intransit Shipment (Inter-Org Transfer) transactions not found in Item Cost History

Is this intended behavior?

What is the logic behind this?

Our inventory reports for onhand and stock movement pull unit cost of items from item cost history table. For in transit shipment the reports bring zero cost.
