What determines if the PLANNED_FLAG in WSH_NEW_DELIVERIES is set to 'Y' or 'N'?

I am trying to understand when the planned_flag on wsh_new_deliveries is set to 'Y' or 'N' but have not been able to find any information where it is described what events/actions determine if a delivery is marked as planned yes or no.
