Slow performance using IE11, and web pages render as IE5

Our client has reported that they see poor performance using R12.1.3, and they are using IE11.  They see much better performance using Firefox or Edge, but they support IE11 as their preferred web browser.

We have applied the patches as per Oracle Doc id 389422.1 to ensure Oracle compatibility with IE11.  In this document, it is noted that one of the patches,18936791:R12.FWK.B.delta.4, forces IE11 to render web application pages in IE5 Quirks Mode. This explains why the web pages are rendering in IE5. 

Our client want to know if this could be causing performance issues, and if so, is there a way to resolve them?
