ePro 9.1 Role Action ENFORCE_RGN_SECURITY

Trying to grey out the Ship To field so that requesters are not able to change it.  The ENFORCE_RGN_SECURITY role action seems to do this, however, if the requester uses the Modify Line/Shipping/Accounting page on Review and Submit, the Ship To field is available to update.  Should the role action in fact also grey out the Ship To field on Modify Line/Shipping/Accounting page?  Or are there any other options to prevent requesters from modify Ship To's?
