How to import retrocosting results into Labor Distriution

I've created an element link for an employer liability element date tracked to 01-Jan-2013. Then I run the RetroCosting from 01-Jan-2013 to 06-Apr-2017, Then I run the Transfer to GL for the same dates as the RetroCosting. Then I log into Oracle Labor Distribution and run the PSP: Import Payroll Transaction from HRMS. I select the pay group and the period name. However, the log file shows No New Payroll Transactions for the period.

Am I missing something?
